MSEPN

The Multi-State Electrical Partner Network is a collaborative framework connecting independently licensed electrical contractors across multiple jurisdictions to support compliant, efficient project execution. The network is designed to streamline multi-state work by aligning local expertise, jurisdiction-specific permitting authority, and shared operational resources—without compromising licensing or regulatory requirements.


Each participating contractor operates as an independent business and performs work only within the scope of their applicable state and local licenses. Projects are executed through clearly defined prime contractor and subcontractor relationships, with all permits pulled by the properly licensed local authority having jurisdiction. This structure ensures full compliance with state laws, inspection requirements, and insurance standards.

How The Network Works

When a project requires work outside a contractor’s licensed jurisdiction, the network enables engagement with a qualified local partner who serves as the permit holder of record. Depending on the project and location, partners may operate as the prime contractor or subcontractor, ensuring that all work is performed under proper licensure and in accordance with local codes.


This reciprocal structure allows contractors to support one another across state lines while maintaining clear legal boundaries, accountability, and operational control.

MSEPN – Partner Eligibility Requirements

Participation in the Multi-State Electrical Program (MSEPN) is limited to independently owned electrical contractors that meet the following minimum standards. All partners remain autonomous businesses and must operate strictly within applicable state and local regulations.

Core Requirements

  • Active State Electrical License(s)
    Must hold a current, valid electrical contractor or master electrician license in the state(s) of operation. Licenses must be in good standing with the applicable authority having jurisdiction (AHJ).


  • Permit Authority in Licensed Jurisdiction
    Must be eligible to act as the permit holder of record within licensed jurisdictions and capable of coordinating inspections and close-outs.
  • Commercial / Industrial Experience
    Demonstrated experience performing commercial or industrial electrical work, including work in active or occupied facilities.
  • Insurance Coverage
    • General Liability (minimum $1M / $2M aggregate recommended)


  • Workers’ Compensation (as required by state law)


  • Additional coverage as required by specific projects or clients


  •  Compliance with Codes & Safety Standards
    Proven ability to perform work in accordance with NEC, local amendments, OSHA requirements, and project-specific safety standards.
  • Independent Business Operation
    Must operate as an independent legal entity with its own licensing, insurance, payroll, and tax responsibilities. MSEP does not involve license, insurance, or bonding sharing.

Operational & Professional Standards

  1. Subcontractor Readiness
    Willingness to operate as either a prime contractor or subcontractor depending on jurisdiction and project requirements, under clearly defined contractual roles.
  2. Inspection & Documentation Capability
    Ability to coordinate inspections, provide required documentation, and support permit close-out in a timely manner.
  3. Responsive Communication
    Must maintain reliable communication for scheduling, coordination, and project updates—especially for multi-location or time-sensitive work.
  4. Reputation & References
    Ability to provide trade references or project history upon request. MSEP reserves the right to perform background and reputation checks.
